Why is the top floor always cold?

Usually balancing rather than a fault. In a long house the nearest radiators take the flow and the far ones get what is left. It is a cheap fix and it is the most common job we do here.

Can you sort hot water for two bathrooms?

Yes. It normally means a system boiler with an unvented cylinder rather than a bigger combi. We measure flow and pressure first so the answer is based on your property, not a rule of thumb.
